Which step produces a change fastest?
Step one produces the fastest change. A robots.txt edit takes effect on each crawler's next visit and restores retrieval eligibility with no content work at all. Every step after it waits on that visit happening.
Does this sequence replace classic SEO?

What happens when one step is skipped?
