Google AI Overviews draw from the same index that ranks organic results, then extract passages rather than whole pages. Across 52,327 keywords analysed in this market, overviews appeared on 3.7 percent of queries carrying 56 percent of total volume. How AI Overviews select their sources

AI Overviews draw from the same Google index that ranks organic results. The system extracts passages rather than whole pages, then assembles an answer citing multiple independent domains. Passage clarity decides selection more than page authority.

An AI Overview is the generated summary Google places above the organic results, carrying links to the pages supporting its statements. Passage extraction retrieves a self-contained block of text rather than the whole page. Grounding attaches each generated statement to one retrieved block. Corroboration is the system's preference for a statement that more than one independent domain supports.

Google publishes one eligibility rule for those links: a page "must be indexed and eligible to be shown in Google Search with a snippet, fulfilling the Search technical requirements." Google documents the retrieval step as a query fan-out technique — multiple related searches issued across subtopics and data sources.

Corroboration shows in the citation count. Surfer SEO analysed 405,576 AI Overviews and recorded an average of five sources per query. The overview for "kansas city ai seo" in this project's own SERP export cited six sources across five domains.

Whether organic ranking is required

Organic ranking is a strong input, not a requirement. In our own analysis of the Kansas City AI SEO results, three cited domains did not appear in the organic top ten at all. Citation and ranking are separate selections.

The three domains are scmarketingtechnologies.com, elemenoweb.com and fuelonline.com. All three were cited in the AI Overview for "kansas city ai seo"; none of the three held a top-ten organic position on that same SERP. Google's eligibility statement sets indexing and snippet eligibility as the bar, adds that "there are no additional technical requirements", and names no ranking threshold. Google's optimization guide states that its generative features are "rooted in our core Search ranking and quality systems." Organic presence feeds citation eligibility without deciding it.

Independent measurement matches the pattern at scale. Ahrefs analysed 863,000 keyword SERPs and 4 million AI Overview URLs in March 2026, reporting 37.10 percent of cited URLs ranking in the organic top ten and 36.70 percent ranking nowhere in the top 100. Two selections run in parallel: ranking decides the blue links, retrieval decides the citations.

Across 52,327 keywords analysed in this market, AI Overviews appeared on 3.7 percent. Those keywords carried 56 percent of total search volume. Overviews concentrate on high-volume head terms rather than long-tail queries.

The ratio is the finding. A 3.7 percent trigger rate reads as marginal; 56 percent of volume on that 3.7 percent reads as the opposite. Overviews concentrate on head terms — the short, high-demand queries a business is named for — and leave the long tail to the organic results. Two workstreams follow: passage structuring for the head terms, conventional ranking work for the tail.

What a cited passage looks like

A cited passage answers one question in two or three sentences, opens with a declaration, contains a specific number where one applies, and requires no surrounding context. Hedged or pronoun-dependent passages are passed over.

Four properties make that block extractable: it names its entity in its opening words, it carries two figures, it uses no pronoun pointing outside itself, and it closes its own context. A reader arriving at it from nowhere loses nothing.

Google's guidance points the same way without naming passages: content "well written and easy to follow", pages "organized by paragraphs and sections, along with headings", and no requirement for structured data. Formatting carries the extraction; markup does not.

Why a competitor gets cited instead

Four causes explain a competitor citation: their passage answers the question more directly, their page is reachable while yours is script-dependent, their claim is corroborated elsewhere, or your site is absent from the index.

Each cause carries a matching check.

Citation is a visibility asset measured in impressions and mentions, never in clickthrough rate.
